A video taken of a Nov. 9 altercation between a French Quarter tour guide and Wilton Joiner, an inspector with the Taxicab Bureau, shows the presence of Malachi Hull. Witnesses say Hull, the head of the Taxicab Bureau, didn't intervene to stop the alleged assault.
