Lt. Gen. Richard Mills, 63, a native of New York, takes over Wednesday (Aug. 28) as commander of Marine Forces Reserve and Marine Forces North. Both commands are headquartered at the Marine Corps Support Facility New Orleans, the military installation adjacent to Federal City in Algiers.
